Debut director Karan communicated with ANI regarding how he conceived the idea for Kesari Chapter 2 after reading The Case That Shook The Empire authored by Raghu Palat and Pushpa Palat. “The book revealed aspects of the Jallianwala Bagh tragedy that are infrequently addressed. It wasn't merely a massacre; it was a deliberate political maneuver,” Karan expressed to the news agency, further stating, “It required almost three years of thorough research and location scouting. However, we recognized that this narrative needed to be presented with care and authenticity. ”

Kesari Chapter 2 serves as a spiritual continuation of Akshay’s 2019 movie Kesari. The storyline revolves around the events following the Jallianwala Bagh massacre, where a lawyer resolves to confront the British Crown. Akshay portrays C Sankaran Nair in the film, Madhavan portrays his rival lawyer, Neville McKinley, and Ananya plays the role of Dilreet Gill. The movie was produced by Dharma Productions, Leo Media Collective, and Cape of Good Films.
