
Delhi EV Policy 2.0 Aims for 95% EVs by 2027, Eyes 20,000 New Jobs

The Delhi Government is preparing to launch the second phase of its Electric Vehicle (EV) policy, which is expected to significantly advance the city’s initiative for cleaner transportation. According to a report by PTI, the forthcoming EV Policy 2.0 is likely to emphasize job creation, the enhancement of the EV ecosystem, and achieving more significant reductions in vehicle emissions within the capital.
Manjinder Singh Sirsa, Delhi's Environment Minister, has indicated that the updated policy aims to generate approximately 20,000 new jobs within the EV ecosystem. These positions will encompass various roles, including the operation of charging stations and battery recycling management. The goal of these new employment opportunities is to facilitate the capital's shift towards clean energy while also providing fresh job prospects.
Additionally, the draft policy suggests the establishment of skill development centers in collaboration with educational institutions. These centers are designed to cultivate a skilled workforce capable of maintaining and operating EVs, as well as acquiring other technical skills necessary to support the growing market.
Wider EV adoption targets by 2027
A central aspect of the policy is its ambitious goal: by 2027, 95 percent of all new vehicle registrations in Delhi will be electric. This initiative includes two-wheelers, auto-rickshaws, delivery vehicles, and buses. To support this shift, the city plans to create a comprehensive network of public charging stations and battery-swapping facilities by 2030, ensuring accessibility for all types of vehicles.
The policy also outlines stringent deadlines for phasing out fossil-fuel-powered vehicles. Starting on August 15, 2024, the registration of new CNG auto-rickshaws will cease, and existing CNG auto-rickshaws that are over ten years old must be converted to electric models. Furthermore, from mid-2025, the registration of CNG three-wheelers used for transporting goods will be prohibited.
A more significant change is expected in August 2026, when the registration of petrol and CNG two-wheelers will be banned in Delhi.
Policy implementation and financing
The policy is set to be officially announced following approval from the Cabinet. To facilitate the implementation of this comprehensive policy, the government plans to create an independent Delhi Clean Mobility Center. This center will be financed through existing fees on non-electric vehicles and the Air Ambience Fund, which will be directed into the enhanced State EV Fund.
