Rising pollution levels in Delhi have compelled authorities to once again enforce a ban on BS 3 petrol and BS 4 diesel vehicles in the national capital. The Commission for Air Quality Management (CAQM) has enacted these restrictive measures under Stage 4 of the Graded Response Action Plan (GRAP), following the air quality index (AQI) surpassing the 400 threshold on the evening of December 16. This marks the second instance in two months that vehicle restrictions have been instituted in Delhi to mitigate pollution levels.

Earlier on the same day, the CAQM had already implemented Stage 3 measures of the GRAP after the AQI reached 350. Under the revised GRAP regulations, the operation of BS 3 petrol and BS 4 diesel vehicles is prohibited in the Delhi-NCR region. However, these restrictions do not extend to commuters with disabilities. Additionally, all non-essential commercial vehicles powered by BS 4 diesel are also barred from operating on the streets of the national capital during this period.

BS 3 petrol, BS 4 diesel car ban: Twice in two months

The Commission for Air Quality Management (CAQM) implemented GRAP Stage 4 measures on November 15, in response to pollution levels in Delhi reaching the severe plus category. These stringent measures were eased during the first week of December as air quality improved, leading to the adoption of GRAP Stage 2 measures. The Supreme Court instructed the CAQM to relax the regulations while also being ready to reinstate stricter measures should pollution levels rise again.

Delhi vehicle ban: Which cars are allowed to ply

The vehicle prohibition in Delhi during GRAP Stage 4 specifically targets cars that possess BS 3 petrol or BS 4 diesel emission certificates. All other types of vehicles are not subject to this restriction. Additionally, CNG vehicles that adhere to older emission standards are permitted to operate. The limitations do not extend to electric vehicles or those utilized for essential services.

Delhi vehicle ban: What you should know

Engaging in activities that contravene the GRAP Stage 4 regulations by operating prohibited vehicles may result in significant consequences. Individuals discovered violating these regulations by using BS 3 petrol or BS 4 diesel vehicles may incur a traffic penalty of ₹20,000.

For those permitted to use their vehicles, it is crucial to ensure possession of a valid Pollution Under Control Certificate (PUCC). The Delhi Police will recommence their initiative to oversee vehicles operating without a valid PUCC and will enforce penalties. Offenders lacking a valid PUCC will be subject to a traffic challan of ₹10,000.
